The "Zhongguancun Science and Technology Achievements Transformation Promotion Conference" or "The Inauguration Ceremony of Zhongguancun Technical Managers Association" was held at the Institute of Physics of the Chinese Academy of Sciences on Sept 27.

Liu Yinchun, deputy secretary general of the Beijing Municipal Government, Zhai Lixin, deputy secretary and director of the party group of the Zhongguancun Administrative Committee, Yuan Leifeng, deputy director of the scientific and technological innovation and social responsibility bureau of the State-owned Assets Supervision and Administration Commission of the State Council, and leaders of the Chinese Academy of Sciences, the Municipal Council on Social Work, and the Municipal Civil Affairs Bureau attended the meeting.

The event showed new progress of Zhongguancun in scientific and technological achievements in 2019: The Zhongguancun Technical Managers Association was unveiled; 25 institutions such as the Technology Transfer Office of Peking University Health Science Center were recognized as "Zhongguancun Science and Technology Service Platform (Technology Transfer Service)"; 4 institutions including the Advanced Industry Technology Research Institute of Beihang University were recognized as "Zhongguancun Science and Technology Service Platform (Technology Transfer and Transformation Talent Training Base)".

21 scientific and technological achievements transformation events carried out by technology transfer institutions such as Beihang University, Beijing Jiaotong University and the Capital Medical University were released; 157 quality achievement transformation projects in the fields of biomedicine and artificial intelligence were released.

In addition, at the event, Peking University signed an agreement with the National Intellectual Property Service Platform, the Advanced Industry Technology Research Institute of Beihang University signed an agreement with bc-tid, the Technology Transfer Center of Beijing Institute of Technology signed an agreement with Xuanwu Hospital Medical Technology Company, CETC Institute of Information Science signed an agreement with four enterprises, Zhongguancun Technical Managers Association signed an agreement with the Zhongguancun Branch of China Construction Bank and the Entrepreneurship Eco-development Promotion Association; The Institute of Computing Technology of the Chinese Academy of Sciences signed an agreement with Zheyuan Science and Technology and Casstar, the Institute of Microelectronics of the Chinese Academy of Sciences signed an agreement with Zhuzhao of the Chinese Academy of Sciences, the Institute of Microbiology of the Chinese Academy of Sciences signed an agreement with the Da bei Nong Group, China Agricultural University signed an agreement with Bjhnwy. All the agreements were on technological achievements transformation.

In the next step,the Zhongguancun Administrative Committee will carry out the following tasks:

First,encourage universities, institutions, large enterprises, hospitals, etc. to establish specialized and market-oriented technology transfer service platforms, and actively guide the above-mentioned institutions to hire technical managers.

Second, promote enterprises and colleges to conduct joint research on key core technologies in integrated circuits, artificial intelligence, drugs and medical devices, etc.

Third, build a number of hard technology incubators, explore the establishment of proof of concept centers, and guide social capital to set up achievement transformation investment funds.

Fourth, adjust and optimize the space and industrial planning of Zhongguancun, create a characteristic industrial park, and set up work stations for scientific and technological achievements transformation in sub-parks.

Fifth, include technology managers in leading talents in innovation and entrepreneurship, strengthen the incentives for top talents in technology transfer and transformation; Zhongguancun will also actively coordinate and promote the appraisal and employment and the income and incentives distribution for talents in technology transfer and transformation.

The Zhongguancun Administrative Committee will support the Zhongguancun Technical Managers Association to carry out the following tasks: The first is to promote the construction of a talent training base; The second is to promote the cooperation between technical managers, scientists, entrepreneurs, investors, etc.; The third is to promote technical managers to provide accurate services; The fourth is to promote the coordination of technical managers and work stations in sub-parks, and promote the transformation of high-quality scientific and technological achievements in Zhongguancun; The fifth is to establish a performance monitoring mechanism for technical managers, and build online and offline service platforms; The sixth is to conduct annual appraisal on technical managers and excellent achievement transformation projects; The seventh is to establish standards on Zhongguancun technical managers, and coordinate and promote the appraisal and employment and professional development for them; The eighth is to carry out other related work on the transformation of scientific and technological achievements.
