The Party Central Committee attaches great importance to scientific and technological innovation, vigorously promotes the reform of the science and technology system, and has proposed many reforms. The municipal party committee and municipal government proposed to resolutely break through the institutional barriers that restrict technological innovation, and to carry reform through to the end by using a pilot system at Zhongguancun.

II. Main content and highlights of the 30 Measures

The 30 Measures focus on key areas and links and are divided into the following five parts: 1. Adhere to the national mission, knowledge creation and talent training. 2. Be problem-oriented, and aware of capital characteristics. 3. Undertake systematic planning and seek breakthroughs. 4. Strengthen the function of the science and technology innovation center, giving it a high-grade and advanced economic structure so it can do basic research in frontier areas. 5. Focus on the systemization, integration, and cooperative nature of reform.

Guiding principles of the reform are as follows:

1. Build consensus and form a synergy of innovation.

At the national level, the Beijing Office for Building a National Technological Innovation Center will establish a linkage mechanism with the Zhongguancun Inter-Ministerial Coordination Group to coordinate major cross-level and cross-area issues. At the municipal level, a leadership coordination mechanism for the construction of the science and technology innovation center focusing on key tasks will be built.

2. Grant empowerment and incentives to promote innovation.

Implement the "four major" autonomous rights. The first is to give universities and research institutes more freedom in selecting and appointing talents by measures such as coordination, transfer, flexible and diverse forms of distribution, and delegation of professional title evaluation. The second is to give universities and research institutes more freedom in the use of funds through the delegation of research funds transfer, and on a pilot basis to let research teams decide how to use the funds themselves. The third is to give universities and research institutes more freedom in management operations by deepening the structural reform of scientific research institutions and preventing competent authorities from intervening in the affairs that universities and research institutes should manage. The fourth is to promote legislation on the transformation of scientific and technological achievements and give scientific and technological personnel the right to ownership or long-term use of scientific and technological achievements.

3. Cherish talents and break institutional barriers.

Cherish talents and optimize the training mechanism, the evaluation mechanism, the approval mechanism for going abroad, and the introduction and service mechanism of foreign talents.

4. Simplify scientific research management.

Simplify scientific research management from the aspects of project application processes, so that online submission of project materials and "one-time submission" is implemented; assessment and inspection processes, where "milestone" management for key nodes should be the pattern; procurement processes for equipment and devices, which should allow for government applications for procurement to be made at one time; and customs clearance procedures for imported samples, covering distribution of imported samples in specific clinical trials (projects) or on an annual basis.

5. Optimize services and stimulate the vitality of innovative subjects.

Stimulate the innovative impetus of state-owned enterprises by expanding their scope of shareholding for employees at municipal state-owned science and technology enterprises; improve the cultivation library system and cultivate world-leading high-tech enterprises; strengthen support for small, medium and micro enterprises and entrepreneurial teams through such measures as construction of public technology service platforms and the establishment of incubation relay funds; regularly publish lists of application scenarios and build a number of application scenario demonstration zones (or pilot zones) to give more market opportunities for innovation achievements.

6. Implement responsibilities and policies well.

To properly implement the 30 Measures, the city shall assign major tasks to each responsible unit to ensure that the reform is effectively implemented.
