First 20 Application Scenario Construction Projects for Central Enterprises released in Beijing

At the 2019 Zhongguancun Forum Major Achievements Release Conference on Oct 18, the Bureau of Sci-Tech Innovation and Social Responsibility of the State-owned Assets Supervision and Administration Commission of the State Council and the Beijing Municipal Science and Technology Commission jointly released the first 20 application scenario construction projects for central enterprises.

With that release they promoted the opening of resources of central enterprises, gave play to the advantages of Beijing's scientific and technological innovation resources, promoted coordination between central and local demands and technical products, and participated in the construction of Beijing's National Science and Technology Innovation Center.

Application scenarios refers to the demands for new technology and new products resulting from various projects that are constructed and operated by financial funds or are invested or constructed by enterprises and public institutions using state-owned capital in the areas of urban infrastructure construction, operation and management, industrial development, and people's livelihood protection. Application scenarios can bring opportunities to new technologies and products, and produce demonstration effects for their promotion.

Yuan Leifeng, deputy director of the Bureau of Sci-Tech Innovation and Social Responsibility of the State-owned Assets Supervision and Administration Commission of the State Council, introduced the first 20 application scenario construction projects for central enterprises.

First, the demand scenarios include technologies and products required for major and key projects under construction or proposed by central enterprises; second, similar demands for innovative platforms, industrial parks, smart factories, and production lines under construction or proposed by central enterprises; third, nationwide technology and product scenarios of central enterprises; fourth, such resources for innovative research and development projects that are still in the trial and verification stage. After preliminary selection, 20 scenario projects with leading technology and strong demonstrations stood out from a number of application scenario construction projects from China Telecom, CETC, CNNC, and other parties.

In terms of investment scale, the total investment of 20 projects exceeds 11.3 billion yuan. E.g: The "Quality and Efficiency Improvement of the Urban Wastewater System of Wuhu City" project launched by Yangtze River Ecological Environmental Protection Group has a total investment of 5.67 billion yuan; China Construction Steel Structure Corp. Ltd. invested 3 billion yuan in the construction of the DJI Sky City Building; and China Aviation Planning and Design Institute (Group) Co., Ltd. invested 1.5 billion yuan in the second phase of the construction project of the AVIC Lithium (Jiangsu) Industrial Park.

From the perspective of demand, the 20 projects focus on urban operation management, high-grade, precision and advanced industrial development, and improvement of people's livelihoods. For example, the "Urban Planning Big Data Service Platform" launched by China Telecom Cloud Computing Branch is based on Telecom's mobile phone signaling data, user information data and other third-party data to realize visual display of urban planning applications and platform management functions for product delivery, while the "Application of the New Generation of Information Technology in the Next Generation of Advanced Nuclear Power Units" project launched by China Nuclear Power Engineering Co., Ltd. introduces new generation information technologies such as machine learning, Internet of Things, and cloud computing to enhance the safety and economy of nuclear energy. The "Changing Oil to Electricity" project launched by Air China promotes vehicle compliance, electric vehicle introduction, charging pile construction and power capacity increases to meet the environmental and safety requirements of vehicles.

From the technical perspective, 20 projects have demands for technologies and products in 5G, artificial intelligence, intelligent equipment, energy conservation and environmental protection. China Telecom, Datang Mobile, CETC and other companies have opened a number of application scenario construction projects involving 5G, big data, AI and other fields.

Yuan Leifeng said that the Bureau of Sci-Tech Innovation and Social Responsibility of the State-owned Assets Supervision and Administration Commission of the State Council and the Beijing Municipal Science and Technology Commission warmly welcome all kinds of innovative entities to participate in the construction of application scenarios, so as to promote the demonstration and application of new technologies and products and contribute to the construction of the national science and technology innovation center.

In order to promote the construction of application scenarios, Beijing has issued the Work Plan for Accelerating the Construction of Application Scenarios and Promoting the High-Quality Development of the Capital, and set up coordination that accelerates the construction of application scenarios.

Seven departments including the Municipal Science and Technology Commission, the Municipal Development and Reform Commission, and the Municipal Bureau of Economy and Information Technology, as well as 25 departments and 16 districts and economic and technological development zones such as the Municipal Education Commission, the Municipal Public Security Bureau and the Municipal Traffic Management Bureau will work together to advance application scenario development.
