First of all, Huang Ying, executive deputy minister of the Publicity Department of the Haidian District Committee, said that in face of a new round of global scientific and technological revolution and industrial transformation, and the changes in international trade, China must accelerate the transformation of development motivation, and promote high-quality in the cultural industry.

To achieve this, it must cultivate more talents. There are over 130 primary and secondary schools, nearly 80 institutions of higher learning including Tsinghua University and Peking University, more than 100 national scientific research institutions, 23 national engineering research centers, and 50 national key laboratories in Haidian, making it the most suitable national center for S&T innovation.

In recent years, Haidian District has motivated various kinds of innovators and cultivated high-grade, precision and advanced industries, so as to drive high-quality development. Based on the "Sixteen Articles on Promoting Innovation and Development" issued in 2018, Haidian District once again launched a package of policies to improve the innovation ecology in Zhongguancun Science City.

Haidian District has also paid great attention to the integration of culture and S&T, promoted the development of the digital cultural industry, and cultivated new cultural formats, so as to strengthen cultural confidence and achieve Chinese values. In the future, Haidian District will further strengthen the role of talents in regional innovation-driven development and cultivate and gather more of them. In addition, it will strengthen the research and development of key technologies, accelerate industrial integration, innovate business and development models and upgrade the industrial system in order to promote innovative development in the digital cultural industry.

The yearbook contains the thoughts of the Zhongguancun organizations on the development frontier of the cultural industry. It comprehensively introduces the development of Haidian's cultural industry in 2018, including its current status, important data, development trends, main characteristics and global competitiveness. At the same time, it analyzes how Haidian's cultural industry can achieve sustainable development.

At the Zhongguancun Cultural Talent and Industry Development Symposium, guests discussed "The role of talents in the development of Zhongguancun cultural industries", "The development of cultural and sci-tech companies in the new era", "The development of emerging industries driven by talents", and "The opportunities and challenges facing the cultural industry”.

To promote Beijing's progress in culture, science and technology, and to establish Zhongguancun as the national center for S&T innovation, the summit focused on current hot issues, the advantages of industrial development, the characteristics of Zhongguancun, and the frontiers of the cultural industry, with the aim of promoting integration of culture and S&T, cultivation of cultural talents, and high-quality development of cultural industries in Zhongguancun.
