District chief interprets planning for Daxing airport economic zone

Beijing Daxing International Airport Economic Zone is a new growth engine for the country's development, Wang Guoyou, head of Beijing's Daxing district, indicated at a press conference on Dec 3.

Prior to this, a regulation document for the detailed control of the airport economic zone, which clarifies ways to build a more robust service-oriented airport zone, was approved by Beijing municipal government on Oct 13.

With the favorable policies of the Beijing Free Trade Zone in place, plus a national integrated demonstration zone for greater openness in the services sector, the airport economic zone is set to usher in further development.

The document, with its top design vision and environmentally-friendly standards, introduces multiple moves to create a high-quality international hub with Chinese characteristics that has convenient transportation systems and public service facilities, and to promote the coordinated development of the Beijing-Tianjin-Hebei region.

Wang highlighted six of the measures, in particular.

The planning area of the Beijing part of the airport economic zone is about 50 sq km. Nearly 15 square kilometers of land is reserved for national and municipal projects or technological changes in the future.

Overall arrangements have been made for the industrial systems focusing on the zone's three major functions: aviation logistics, technological innovation and service assurance. Daxing will utilize the new generation of information technology and intelligent manufacturing to empower its life and health, hub services and aviation guarantee sectors.

With the environment as the core and traffic as the context, Daxing's airport area will include two functional domains, three ecological sightseeing spots and 15 blocks.

The proportion of the residential sector is required to increase - provided the zone meets the environmental protection requirements for noisy areas and that the living space for relocated residents and airport industry employees has been guaranteed. The zone is expected to achieve a ratio of 1:2 for occupational and residential land in the general control area by 2035.

Wang also urged smart infrastructure construction and warned of the importance of a phased and orderly implementation of the rules.

Meanwhile, the district's chief outlined a five-year plan at the conference.

According to Wang, the airport zone will taking reforms and innovation as its fundamental driving forces, and make full use of the preferential policies. It will also strengthen collaboration with Hebei province by completing the second batch of its innovative list, and strive to create an international business environment to attract foreign-funded enterprises and international talents to settle in Beijing.
