"My eldest son and my daughter are receiving primary school education, which basically costs us nothing,” says Miliguri, a mother of three who works as a sales assistant at a cosmetics store in Xinjiang. “The kids get free textbooks and free lunches at school, and I got free prenatal check-ups when I was pregnant.”
