Ruian city helps boost incomes of residents
The county-level city of Ruian – administered by Wenzhou in East China's Zhejiang's province – has reportedly introduced various imaginative measures to help boost the incomes of its residents in recent years.
A universal employment guarantee system was established, to more quickly ramp up the earnings of low-income groups. Its aim is to ensure that the average income of low-income groups grows faster than the average for the city's residents – with the target of doubling it in five years.
Ruian has also established a mutual aid alliance of pension institutions, which covers 52 pension institutions in the city, to effectively improve management and service levels. Subsidies were also introduced for seniors in financial difficulty and a total of 150,000 yuan ($23,220) in subsidies was given to 43 people last year.
In order to stimulate the salary potential of skilled personnel, researchers, small and micro entrepreneurs, talented farmers and other groups, Ruian introduced a training program – integrating private institutions, enterprises and vocational colleges. By the end of June, 726 courses in skills training had been carried out in the city.
In addition, Ruian has carried out trials to identify vocational skills levels. The number of enterprises to participate in the vocational skills level identification in Ruian has reached 29 so far.
The city has also actively encouraged enterprises and vocational colleges to jointly set up special classes to help train promising young people.

Elsewhere, Ruian has set up a charity information platform and project database. Its aim is to guide people from all walks of life to participate in charity through charity performances, charity auctions, charity sales and charity exhibitions. A number of charity brands featuring Ruian have reportedly been started up.
