Ruian works at lifting its people's spirits
The county level city of Ruian – located in Wenzhou, in East China's Zhejiang province – has reportedly continued its moves to help enhance its social cohesiveness and its population's general levels of contentment, through a series of initiatives and inclusive public services it has offered in recent years.
Since 2018, the city has made concerted efforts to promote a three-year action plan to revamp the premises of grassroots medical and health institutions and to introduce other environment improvement projects at medical institutions. Some 26 projects costing over 5.2 billion yuan ($808 million) have been carried out.
In the past three years, Ruian has also invested 2.4 billion yuan in various educational construction funds, to optimize the allocation of regional educational resources.
During the 14th Five-Year Plan period (2021-25), plans are for 54 education construction projects to be built in the city, costing around 3.7 billion yuan and involving floor space of 630,000 square meters.
In addition, Ruian will move to improve the levels of green park space per capita and the numbers of hospital beds per thousand people within three years.
Since the implementation of the universal two-child and three-child policies, the demand for high-quality kindergartens has reportedly increased.

To solve the problem, Ruian has looked into developing what is known as public welfare kindergartens. These are public interest operations set by the city's government, including public and private kindergartens.
Plans are for the coverage of Ruian's public and public welfare kindergartens to reach more than 60 percent during the 14th Five-Year Plan period, in the process improving the overall quality of education.
