It has been widely said that common prosperity is reflected not only in the joint accumulation and sharing of material wealth, but also in the co-creation and sharing of spiritual and cultural wealth.

The county level city of Ruian – administered by Wenzhou in East China's Zhejiang province – is reported to have advanced its high-quality cultural development, so as to become a pioneer of common prosperity demonstration areas.

Ruian has focused on the construction of theme parks for children, youth stations, smart living, fashion and for leisure – which are nowadays standard hallmarks of young cities – as well as platforms for entrepreneurship and innovation and incentive policies created for youth.

Ruian has a rich child-friendly orientation and it has taken a lead in the concept of creating a child-friendly city.

Plans are for it to build a 15-minute living circle and for it to have the first children's fable theme park in southern Zhejiang province.

The target is that by 2023, all possible child-friendly elements will be covered in major parks in the city.

In addition to the development of a pro-children culture, Ruian also plans to increase the number of primary and secondary school students by 17,000 and kindergarten students by 7,500 in the next two years.

Ruian has also promoted the construction of cultural stations and reading bars, as well as the transformation of its city's libraries. In addition, it has undertaken the selection of culture towns and cultural model villages, as well as held various cultural competitions and exhibitions.

The city was given the official appellation of "National Civilized City" in November 2017 and it passed the re-evaluation and achieved the title for two consecutive years in 2020.
