Kangbashi goes global to hire for dynamic digital economy

Responding to the central government's call for developing the digital economy, the Kangbashi district of Ordos city – located in North China's Inner Mongolia autonomous region – is recruiting people globally.

Those with expertise or competitive advantages in such areas as technology, algorithms, management, creativity, teams, markets and capital are needed.

As countries around the world have rushed to produce development strategies for the digital economy and unveiled related incentive policies, China's State Council has responded. On Jan 12, it launched a plan to further promote the development of the digital economy during the 14th Five-Year Plan period (2021-25), which was also the first national-level special plan on the digital economy.

Kangbashi, serving as the pilot area for the integrated development of the digital economy in Ordos, will be active. It will benchmark itself against Wuzhen town in East China's Zhejiang province – the venue for the annual World Internet Conference – to transform itself into a digital economy innovation core area with national influence.

In line with the city's digital economy development plan, Kangbashi district government will open up various entrepreneurial scenarios for entrepreneurs and assist them in promoting promising entrepreneurial projects – to carry out scene tests for new technologies, new models and new business formats.

The first group of open entrepreneurship scenarios will include:

  • Local livelihood service scenarios: Open up smart management scenarios for people's livelihoods in urban residential communities, speed up the construction of the digital society, digital communities and digital businesses and launch more convenient service application scenarios to comprehensively improve the efficiency of urban operations.

  • The specific scenarios involve community group-buying, community e-commerce and local information services.

  • Grassroots social governance scenarios: Including but not limited to smart elderly care, smart childcare, smart housekeeping, dispute resolutions and smart property services.

  • Smart mine applications scenarios. These will include the use of AI (in mine safety management, unmanned driving in mining areas), radar (in underground geophysical prospecting), sensing (in underground mobile equipment safety monitoring and management, vehicle intelligent scheduling, intelligent ventilation management, belt transportation intelligent control) and mine governance applications software.

  • Supply chain support for agricultural and animal husbandry products. Based on the demand for local agricultural and animal husbandry products and the development of localized e-commerce channels, Kangbashi will open such entrepreneurship scenarios as online sales platforms, community group buying and live streaming.

Elsewhere, Kangbashi is projected to open urban management scenarios to build a new social management system and create digital living space.

Other high-quality digital economy entrepreneurial scenarios can be opened on demand after passing evaluation.

For outstanding entrepreneurial projects that have passed the evaluation, Kangbashi will provide shared data and social data on the premise of ensuring data security and data privacy, so as to promote the orderly and efficient integration of the data of all parties.

Meanwhile, the Kangbashi district government will regularly organize and carry out the selection of demonstration projects for applications scenarios. Priority will be given to incorporating the evaluated demonstration products (services) into the catalogue of innovative digital economy products.

The demonstration projects will be further promoted across Inner Mongolia and even to other parts of the country.

To guarantee the implementation of outstanding projects, Kangbashi district will take the lead in improving the supply of factors, coordinating local State-owned capital funds and providing financial support through industrial development fund investment and partner equity participation.

In addition to the support of these measures, other preferential policies on attracting top-flight people will benefit those who would like to work and start a business in Kangbashi.
