The Department of Culture and Tourism of Ningxia Hui autonomous region plans to implement special measures to stimulate cultural and tourism consumption during the off-peak season of the local tourism market. These measures include coupon distribution, cultural empowerment, and themed routes, leveraging the region's unique resources to boost consumption in the artistic and tourism market.

Leveraging platforms like "Yue Jian Ning Xia", UnionPay Cloud QuickPass, and Ctrip.com, 200,000 tickets named "Explore Ningxia" covering various formats like attractions, performances, and camping, are distributed for use during weekends from March 15 to April 30, including the Qingming Festival and Eid al-Fitr.

The "Ningxia Tourism All-in-One Card" with a 50 percent discount for a limited time, restricted to 10,000 cards, is also being introduced. Cardholders can enjoy free entry to contracted scenic spots throughout the whole year. This initiative encourages visitors to engage in tourism spending across all seasons.

Over 140 activities showcasing intangible cultural heritage (ICH) have also been organized. For example, visitors can actively participate in activities such as paper cutting and carving Helan inkstones at the ICH Workshop Experience Districts within Yinchuan Phoenix Fantasy City.

Accordingly, five themed tourist routes are promoted, including cultural exploration, ecological bird watching, red wine tasting, and spring flower viewing, offering visitors a diverse and enriching travel experience.
