Xiaoshan Economic and Technological Development Zone (XETZ) was founded in Hangzhou, Zhejiang in August 1990, as a state-level economic and technological development zone approved by the State Council. With an overall planning area of 33 square kilometers, including two new cities of Shibei and Qiaonan, it serves as the main platform for local economic growth and investment promotion, with the highest concentration of investment from Japan and Taiwan in the province. XETZ is an export-oriented and modern industrial park with industrial development, foreign capital attraction, and export for foreign exchange.

Geography and Transportation

XETZ is endowed with an excellent geographic location and convenient transportation. Located on the southern wing of the Yangtze River Delta along the southeast coast of China, XETDZ is within the boundary of the Shanghai economic radiation zone.

Airport

Hangzhou Xiaoshan International Airport, one of the important main airports in China, is a 15-minute drive from XETZ.

Highways

With Hangzhou Beltway connected with such expressways as Shanghai-Hangzhou-Ningbo, Hangzhou-Pudong, Hangzhou-Qiandao Lake, Hangzhou-Anhui, Hangzhou-Nanjing, Hangzhou-Jinhua-Quzhou and the airport expressway, it takes no more than three hours to reach 15 central cities in the Yangtze River Delta.

Railways

Zhejiang-Jiangsu and Xiaoshan-Ningbo railways are converged in Xiaoshan, and it takes only 50 minutes to arrive in Shanghai by high-speed railway.

Waterways

It is 180 kilometers from Shanghai port, 150 kilometers from Ningbo port, and 70 kilometers from Zapu port through the Qianjiang tunnel.

Metro

Hangzhou metro line 1, line 2, line 5 traverse downtown Xiaoshan with line 2 across to Shibei New City.

Infrastructure and government service

XETZ boasts all sorts of facilities and a good environment for settlement and investment. The XETZ administrative committee executes the management functions with transparent policies and reliable credit, and also can provide a one-stop service through the whole process from company establishment to operation.

Investment platforms

XETZ comprises one headquarter base and two innovative parks.

Hangzhou Bay Headquarters Base:

Located to the west of Shibei New City and with a planning area of 2.7 square kilometers, it is designed to be a place for a headquarters economy park, high-tech industrial park, modern tertiary district and high-end residential district.

Hangzhou Innovation Park:

Situated in Hanghzou, with a construction area of 200,000 square meters, focusing on new-generation IT industry, software industry, high-end service outsourcing, incubation of technology companies, service industry of production nature and smart health industry.

Xiaoshan High-tech Industrial Park:

It is a provincial high-tech park founded in September, 1999 with a planning area of 3.6 square kilometers. An entrepreneurship center lies in the park for the incubation of companies involved in electronic information, software development, fine chemistry, and bio-pharmaceuticals.

Economy

XETZ's GDP in 2013 was 25.48 billion yuan ($3.82 billion) with a total fiscal revenue of 5.41 billion yuan, local fiscal revenue of 2.58 billion yuan. Its gross industrial output was 84.72 billion yuan in 2013.

Currently, there are 602 foreign investment projects from 30 countries and regions ratified in XETZ with a total investment of $10.17 billion, contracting $6 billion foreign investment and actually utilized foreign capital of $3.53 billion. Meanwhile, 393 domestic investment projects have been approved with a total investment of some 100 billion yuan.

Many Global Fortune 500 and China Fortune 500 companies have settled in XETZ, including GE, Fiat, Yamaha, ABB, ZF, Sinotruck, Guangzhou Auto Group and Wahaha.

An industrial structure with five pillars of industry -- electronic communication, precision machinery, medical food, textile and garment, building materials and chemical engineering has been developed in XETZ.
