Zhejiang has many advantages that make it an ideal candidate to play a leading role in the Belt and Road Initiative, the secretary pointed out, such as its strong e-commerce industry, port resources, large diaspora of expat business leaders, and profound culture.

"We should find the right position in the Belt and Road and give full play to our advantages," Che said.

He proposed five approaches for Zhejiang to assume a strategic role in the initiative.

Based on its fast developing transport network, the province needs to strive to achieve breakthroughs in sea, land and air transportation. The online connection among countries should be considered as well.

Zhejiang's foreign trade needs be strengthened to allow local companies to expand into the global market. Che said he hoped Zhejiang's voice will soon start to be heard in some fields on the world stage.

Promoting international cooperation on industrial production capacity should be another area of focus, stressed Che. Collaboration in building industrial parks in both Zhejiang and abroad should be strongly encouraged and local companies are advised to seek business opportunities in other countries.

Che also mentioned that building competitive financial organizations to provide services for private companies would be another important task, as well as promoting cultural exchanges.
