Zhejiang cities chart courses for 2025

All of the cities in East China's Zhejiang province have convened their first post-Spring Festival municipal conferences, unveiling plans for 2025 centered on technological innovation, industrial growth, and a more business-friendly environment.

Hangzhou is making a decisive push toward cutting-edge industries, framing "new quality productive forces" as a priority.

The city plans to develop five major industrial clusters — the internet of things, biomedicine, high-end equipment, new materials, and green energy — while advancing in emerging sectors like general AI, humanoid robotics, low-altitude economy, brain-inspired intelligence, and synthetic biology.

Ningbo aims to establish an innovation-driven industrial system tailored to its strengths, while Wenzhou, for the fourth consecutive year, put "innovation" at the core of its agenda. Taizhou, a manufacturing powerhouse, is focusing on upgrading its industrial platforms to sharpen its competitive edge.

Improving the business environment is a shared focus across the province. Jinhua rolled out a comprehensive package of pro-business policies, making enterprise support a centerpiece of its economic strategy. Huzhou pledged to treat entrepreneurs as "honored guests", promising practical support through both boom times and challenges.

Quzhou is enhancing public services with a standardized governance model, strengthening financial support for businesses, and encouraging local companies to expand globally. Lishui is prioritizing common prosperity, aiming to maintain leading growth in urban and rural incomes while narrowing the gap with the province's wealthiest cities.
