The city of Qionghai should work hard to shoulder its responsibility as a central city in eastern Hainan province and build Boao town, where the annual Boao Forum for Asia is held, into a model of the rural vitalization strategy, said Liu Cigui, Party chief of Hainan province.
Liu made the remarks when joining a group of deputies from Qionghai during the first plenary meeting of the 6th Hainan Provincial People's Congress on Jan 28.
He noted that the dramatic development in Qionghai during the past five years would not have been realized without the hard work of the congress deputies at all levels. The deputies have embodied the diligent and pioneering spirit of the special economic zone by effectively enforcing the major decisions and arrangements of the provincial authorities.
In its future development, Hainan will continue to unswervingly uphold the rule of law, give full play to the People's Congress and take advantage of the legislative power of the special economic zone, Liu said.
Under the guidance of the Party, the province should pool the wisdom of the people and the deputies. The pace of legislation and amendment should be accelerated in accordance with the needs of reform and opening up to provide a solid guarantee for the development of the province, Liu said.
He added that the Party committees and governments at all levels should improve their consciousness of law and realize administration based on law.
Liu listened to the deputies' opinions and suggestions about the economic development in Qionghai and responded to questions raised during the meeting.
Liu said that Boao town should play a leading role in the national rural vitalization strategy. The town needs to protect its ecological environment, maintaining the original landscape and idyllic scenery, and at the same time provide equal public services for the people by advancing infrastructure and rural-urban integration.
