Since the 18th CPC National Congress, the CPC Hainan Provincial Committee and the Hainan Provincial People's Government have implemented a series of important livelihood policies and measures.

Hainan issued a variety of policies and measures, as well as sent more than 2,700 rural vitalization teams and more than 8,500 members to various places. It achieved fruitful results in lifting five counties, 600 villages, and 650,000 registered impoverished people out of poverty.

Education and medical care, which were previously two "weak points" in the area of Hainan people's livelihood, have now become powerful tools for the Hainan Free Trade Port to attract overseas consumption.

Employment is the foundation of people's livelihood and Hainan has strengthened its employment priority policy, especially since the outbreak of COVID-19. In 2021, the per capita disposable income of Hainan residents exceeded 30,000 yuan ($4,170).

Hainan is also constantly enriching people's cultural life. From 2018 to 2021, the province organized more than 1,600 traditional opera performances in rural areas. It has also improved public cultural infrastructure, such as the provincial art museum, provincial science and technology museum, as well as provincial art center. As a result, a network of public cultural facilities covering four levels of provinces, cities, towns, and villages has taken shape.
