A mechanism has been reformed and a "green channel" has been established to speed up the approval of industrial projects in Wuhan Economic and Technological Development Zone (Hannan), Changjiang Daily reported on June 23.
After the reform, the time required for the approval of industrial projects shortened from 65 working days to 33 working days; and for infrastructure (public construction) projects to only 60 working days.
On June 20, a staff from the district's administrative examination and approval bureau said that the reform is not a modification and supplement of the original approval process, but rather it is a thorough reform.
He mentioned that the reform makes the approval of the land supply parallel with the planning and design programs, adjusts and integrates more than 40 approval procedures, cancels more than 70 pieces of declaration materials, reducing the approval time by at least 40 percent.
It is said that the district is striving to apply for the city level authorities on land supply and fire-fighting design approvals, hoping to further improve the efficiency.
"In the past, it was not possible to get the approval unless we got the land use certificate. Now, approval can be obtained even if the certificate isn't received," relevant official from the district's administrative examination and approval bureau said, "the long approval time and fussy procedures impeded not only the enterprises' growth, but also sapped people's confidence in the city's development. With the premise of full compliance with the law, we need to work more flexibly to provide convenience to enterprises."
