Yingan Airlines was established in 2005 with approval from the Civil Aviation Administration of China. It is an airline licensed for commercial transportation and general aviation, as well as aircraft maintenance.

The company plans to cooperate with the 26th Bureau of China City Construction to build an airline at WHDZ. Currently, the airport is mainly used for short-distance cargo and passenger transportation, and helping with flood control and drought relief, as well as offering a base for air rescues.
