The Wuhan Economic & Technological Development Zone (WHDZ) has launched an online service for business license applications as the zone's government affairs hall is currently closed due to the novel coronavirus outbreak, according to the official WeChat account of the WHDZ.
Zhang Haohao and his sister are the business operators of Wuhan Zhongjingmei Aquatic Products Co. They decided to continue to provide seafood products for Wuhan residents after the lockdown of the city, in central Hubei province.
At 10:30 am on Feb 2, they contacted the administrative examination and approval bureau of the WHDZ to get a business license. Yang Longqi, director of the bureau, arranged to open a fast track channel for government services.
At 11:00 am, a person in charge of the registration division helped the applicants to fill in the form on the official website for government services in Hubei province (URL: http://zwfw.hubei.gov.cn/s/index.html).
At 11:30 am, after obtaining the their consent, Bao Jie completed processing the online material for the applicants.
At 12:30 pm, the online application was basically completed and the applicant contacted the landlord to provide a picture of the real estate certificate.
At 2:30 pm, due to a network failure, the picture failed to upload. The network engineers from the website were contacted to solve the problem.
At 3 pm, the uploading of the real estate certificate was completed, the shareholders completed remote face recognition authentication, signed on-line and officially submitted the application online.
Bao Jie completed the online review in less than five minutes and issued the business license.
The applicants the decided to come in person and at 5:30 pm they got their business license.
From the company's request to the issuance of the business license, the entire process took 4.5 hours, officials said. From the formal submission of the application to the issuance of the business license, it took less than five minutes.
