Yang Zhi, a member of the National Committee of the Chinese People's Political Consultative Conference, and the chairman of the CPPCC Wuhan Municipal Committee, proposed that top-down designs should be reinforced to offer institutional guarantees for the development of the intelligent connected vehicles (ICVs) during the 2023 NPC & CPPCC National Committee annual sessions (also known as the two sessions).

Wuhan has a relatively solid foundation in internet development, and leads China in 5G network, the Beidou satellite navigation system, and high-precision mapping. Meanwhile, ICV is a brand-new industry that includes unknown difficulties and problems, which involve related laws, core technologies, pilot demonstration applications, and safety guarantees.

Yang proposed that Wuhan, Guangzhou and other cities should pilot ICV applications and high-precision map applications, which will render precious experience and technologies for the follow-up manufacturing phase.
