Hohhot customs ramps up use of export certificates of origin
In the first half of this year, Hohhot customs issued a total of 5,752 export certificates of origin -- in a significant boost to its ambitions to expand its exports -- a year-on-year increase of 6.01 percent, according to local officials.
They said the growing use of certificates of origin will provide key stimulus on Hohhot’s exports front in the coming years.
A certificate of origin is a document issued by a specific agency in the exporting country, certifying that the goods were made or produced in that country or region.
Because it can prove the nationality of the merchandise, it is also called the "economic passport" of goods in international trade.
It is the basis for importing countries to implement preferential trade measures – as well as to mete out non-preferential trade measures such as anti-dumping and countervailing measures, safeguard measures, country-specific quantitative restrictions and tariff quotas.
As China signs and implements free trade agreements with more and more countries or regions, the certificate of origin has also become an increasingly important certificate for exporting goods to enjoy customs clearances in the corresponding importing country.
Officials said that since the start of the year, Hohhot customs has carried out publicity on related favorable policies -- to fully support foreign trading companies to resume work and operations.
Officials said the customs bureau has also moved to improve the efficiency of its customs visa operations and has implemented streamlined measures such as self-printing of certificates of origin.
They said it has expanded the scope of self-printing, based on the original 15 self-printed certificates of origin.
