Hohhot in North China's Inner Mongolia autonomous region has officially issued nine measures to further optimize its business environment, it was announced at a press conference on Nov 26.

The Nine Measures focus on four aspects: improving work efficiency, enhancing government service capabilities, strengthening government integrity and improving work style. They're aimed at creating a stable, fair, transparent, and predictable environment for various market entities to make investments and start businesses.

The Nine Measures clearly intend to carry out the special action of "clearing" the remaining problems experienced by industrial investment projects, and sort out the procedures for various industrial investment projects that have been implemented in the city since 2018.

They also clarify areas of responsibility, resolution measures and time limit requirements.

Focusing on three aspects - the government's default on the accounts of private enterprises in small and medium-sized enterprises, the suspension of production of the city's business and investment promotion projects, and unfulfilled investment promotion policies - a list of ledger accounts was formulated to promote solutions one by one.
