Hohhot turns itself into magnet for talent
Hohhot, capital of Inner Mongolia autonomous region in North China, has seen substantial progress in attracting high-caliber talent and promoting sci-tech innovation.
The 10 Policies for Attracting Talent in Hohhot (Trial) have greatly boosted entrepreneurship and innovation in the city.
For talented individuals and teams attracted to the city, if their projects have mastered independent intellectual property rights and core technologies and achieved major breakthroughs in industrial bottlenecks, each project will receive a fund ranging from 10 million yuan ($1.56 million) to 100 million yuan after being reviewed. Only projects led by those who have obtained local residency will qualify.
Leading talent at an equivalent level will be rewarded a maximum of 2 million yuan.
Other talented individuals and teams introduced in a "flexible" way will receive a living allowance of up to 100,000 yuan and a project support fund of 1 million yuan. Applicants are limited to those who work in Hohhot as consultants, part-timers, project partners or other roles without labor relations or social insurance in the city.
Well-known universities and research institutes, no matter at home or abroad, are encouraged to establish industrial technology innovation research institutes in Hohhot. During the cooperation period, they will be granted up to 20 million yuan to be invested in scientific research and provided with free access to R&D sites and corporate offices.
A series of exchange activities have been held to facilitate cooperation between local enterprises, leading universities and scientific research institutes. They worked together to achieve breakthroughs in core technologies in such fields as dairy, grass seeds, veterinary vaccine R&D, photovoltaic materials and biological fermentation.
In the past two years, Hohhot has received 190 million yuan allocated from a special fund established to support the "revitalize Inner Mongolia through science and technology" program.
Such financial support has helped fundamentally solve technical bottlenecks that currently impede the city's high-quality economic development, according to a local official.
