Trade-in programs stimulate Hohhot's consumer dynamics
Hohhot stimulated consumption of more than 13.7 billion yuan ($1.99 billion) in 2025 by utilizing the national trade-in subsidy policy. In 2026, the city plans to conduct over 300 themed activities to promote consumption.

Aligning with national and regional policy directives and considering local realities, the city has established a "1+N" policy framework. The "1" refers to the overarching implementation plans at the regional and city levels, which serve as guidelines, with tasks divided and clear implementation paths outlined. The "N" represents the detailed implementation rules developed by various industry departments, ensuring precise execution of measures.
In January alone, sales of six categories of home appliances and four categories of digital and smart products reached 40,000 units, totaling 155 million yuan and ranking first in the region. As of Feb 23, this year's trade-in activities for consumer goods had already driven approximately 1.2 billion yuan in sales.
This convenience is attributed to Hohhot's dual-channel service model, combining online and offline platforms, allowing consumers to redeem coupons through the software Cloud QuickPass at over 500 stores across more than 160 enterprises.
In terms of financial supervision, the Hohhot municipal development and reform commission leads fund allocation efforts, establishing a closed-loop management process with sector-specific calculations and responsibilities.
