"We based our company in Wuxing district because the entrepreneurial environment here is very attractive," said Ao Zhen, founder of Huzhou Chaoyi E-commerce Co, in a recent interview.

Ao's company is located in an entrepreneurial park in Wuxing district, Huzhou, Zhejiang province, which was converted from an old factory. There are a number of such parks in the district.

Wuxing district has been dedicated to introducing talents and improving quality of life in recent years.

In the second half of this year, the district's bureau of human resources and social security implemented new talent-related policies and has built a number of platforms for talent cultivation.

Under the policies, talented workers who work or start a business in the district can receive financial subsidies to help with buying or renting a house and general living costs, among other things.

In September, the bureau issued a policy focusing on skill training.

"We plan to cultivate 40,000 skilled workers over the following three years, among which over 13,200 are expected to be what we classify as 'high-end' talents," said Guo Shizhong, director of the bureau.

Since the beginning of this year, the bureau has been working to improve basic endowment insurance services. By the end of November, over 95 percent of locals in the district had bought the basic endowment insurance.
