Jinpu New Area to set up 'special innovation zone'

On August 18, Jinpu New Area in Northeast China's Liaoning province announced that it was setting up a "special innovation zone" comprising of four industrial parks: New Energy, Life and Health, Digital Information, and Advanced Equipment Manufacturing, in a move to cultivate more innovative and entrepreneurial enterprises and foster key projects with a top award of 100 million yuan ($15.42 million).

The New Energy Industrial Park is to be located in the Ershilipu Industrial Zone, with a planning area of 1 square kilometer. It will build a new energy industries cluster represented by hydrogen energy, focusing on introducing projects of green hydrogen extraction, hydrogen fuel cell reactor, hydrogen energy equipment and components manufacturing, and hydrogen energy technology R&D and testing.

The Life and Health Industrial Park, to be located in the Dalian DD (Digital and DNA) Port Industrial Park and Xiaoyaowan International Business District, has a planning area of 1square kilometer. It will focus on the construction of the cell industry, as the representative of the life and health industries cluster. The park will mainly introduce projects of stem cells, immunocellular therapy and other key technology research, as well as product development and clinical transformation, vaccine antibodies, innovative drugs and other projects.

The Digital Information Industrial Park, also to be located in the Dalian DD Port Industrial Park and Xiaoyaowan International Business District, has a planning area of 400,000 square meters. It will center on the introduction of cloud computing, big data, blockchains, artificial intelligence, virtual reality (VR) and augmented reality (AR), integrated circuit design, chip packaging testing, electronic new materials and other projects. Meanwhile, it will serve as a cross-border business pilot in cross-border e-commerce, shipping logistics, international consultations and public service platform.

The Advanced Equipment Manufacturing Industrial Park will be located near Dayaowan, and has planning area of 2 square kilometers. It will give priority to the development of automobile manufacturing, intelligent equipment, and energy equipment industries, and will rely on the Comprehensive Bonded Zone to promote the landing of bonded display of imported equipment, trading, maintenance and remanufacturing projects.

By 2025, the zone is set to achieve the following goals: R&D expenditure double to 3 percent of its regional GDP; a 4 billion yuan turnover of tech contracts; 300 high-tech enterprises; 10 gazelle and unicorn enterprises, and doubled numbers in high-end foreign talents and professionals.
