Jinpu New Area introduces 8 measures to streamline governance

Since the beginning of 2023, Jinpu New Area has actively implemented the following eight measures to address challenges in administrative governance. The goal is to solve the "last mile" problem to better serve the public and enterprises and comprehensively improve the business environment.

Facilitating integrated access to government services. One hundred and eighty-five items can be done with just one visit. Introducing coordinated approval services. Key project approval does not need to go through multiple procedures by multiple government departments at various levels. 

Providing timely updates on preferential policies for enterprises. The 2.0 version of the Enterprises Preferential Policies Platform was launched. Over 10,000 preferential policies will be delivered by the platform to target users to solve difficulties in policy fulfillment. Introducing a power list system to ensure that items do not need approval if they are not on the list.

Jinpu New Area encourages online services throughout the whole process. Nearly 1,200 government services are provided online.

Government services are provided at the community levels. Establishing a "JinKuaiBan" Government Service Comprehensive Window at the community level. More than 500 enterprise-related government approval items, as well as 48 items related to enterprises buying insurance, are available at the sites of specific companies. These efforts aim at solving the challenge that the public and enterprises are saddled with running a long way to get things done.

Implementing a four-sphere integrated evaluation system that includes online evaluation, offline evaluation, government department supervision and evaluation, and evaluation from people from all sectors of society.

Extending service time. Establishing a service model that includes assisting with processing within eight working hours, extending working hours for processing, weekend services, and 24-hour self-service. The model aims at addressing issues beyond regular working hours.

A series of innovative measures and high-quality services have significantly increased Jinpu New Area’s market vitality. In the first 10 months of 2023, the number of new market entities in Jinpu New Area reached 27,619, marking a 11.11 percent year-on-year increase. Among them, there were 12,483 new enterprises and 15,136 self-employed individuals, growing by 8.52 percent and 13.34 percent year-on-year respectively. It is worth mentioning that the number of foreign-invested enterprises increased by 25.25 percent year-on-year to 124.
