Modern industrial system takes shape
The industrial economy of Ordos started with coal and grew strong on coal.
Entering the 12th Five-Year Plan period (2011-2015) – in order to change the city’s single industry structure based on mining and selling coal, and in response to the national call for efficient development and utilization of clean energy resources -- the city has raised the environmentally friendly use of coal resources to an unprecedented level.
The coal-to-gas, coal-to-olefins and coal-to-fine chemicals industries have developed rapidly, forming the nation's most advanced and complete coal clean development industry chain.
Coupled with the vigorous development of new energy, new materials, energy conservation, environmental protection equipment, equipment manufacturing and electronic components industries, these have made significant contributions to finding new economic growth points for the Ordos industrial economy.
In 2018, the city's non-coal industry above a designated size achieved an added value of 35.4 percent of the total of the city’s above-scale industries. That was an increase of 6.3 percentage points from the end of the 11th Five-Year Plan.
Among them, the added value of the clean and efficient utilization of the coal industry accounted for 12.8 percent of the industries above a designated size, an increase of 11.8 percentage points from the end of the 11th Five-Year Plan.
The proportion of high-tech industries increased by 1.1 percentage points from the end of the 11th Five-Year Plan. Among them, the proportion of the automobile manufacturing industry increased by 0.7 percentage points.
Industrial parks are core growth drivers
After years of development and cultivation, industrial parks in Ordos have become the core growth driver of the city's economy and play a vital role in promoting regional economic development and guiding economic transformation.
By the close of 2018, the city has built a total of 17 industrial parks for the development of the coal chemical industry, as well as for new energy, equipment manufacturing, the circular economy, high technology and the light textiles sector. They include one at a national level and seven at an autonomous region level, with a total built-up area of 411.9 square kilometers.
There are 2,923 enterprises that have located in the industrial parks. Of these, industrial enterprises above a designated size numbered 215, achieving a total industrial output value of 221.38 billion yuan.
County industries have their own strengths
Dongsheng district in Ordos gradually ridding itself of its dependence on resources. It is undertaking the transformation and development of new industries, such as equipment manufacturing and original photoelectronics in the city. Light industries such as food manufacturing, wool spinning and pharmaceuticals have continued to be upgraded -- and the industrial structure in the district is improving.
Dalad Banner has developed a coal chemicals industry, as well as in the electrolytic aluminum and PVC sectors and the industrial chain in the banner has been continuously improved.
Jungar Banner is the city's largest coal export area and the main driver for stable coal supplies and exports in the city.
Otog Front Banner has developed many industries such as coal production, liquefied natural gas, chemicals and mining machinery manufacturing.
Relying on the first-mover advantage of having its industrial park, Otog Banner has become a gathering area in Ordos for traditional industrial pillar industries such as metal smelting, building materials, coking and chemical industry.
Hanggin Banner has concentrated almost all the new energy development projects in Ordos, while Uxin Banner has become a concentrated area for the deep development of coal resources and Ejin Horo Banner focuses on coal and coal-to-liquids production.
