The Ordos Planning and Construction Regulations for Kindergartens, Primary and Secondary Schools were announced by the authorities in Ordos on Dec 25, 2020.
The regulations will officially take effect on March 1, 2021.
It is the first education-related document issued in Ordos city, in North China's Inner Mongolia autonomous region, demonstrating that the city's planning and construction of kindergartens, primary and secondary schools have been incorporated into the legal framework.
The document has five chapters and 31 articles, which stipulate the government's primary responsibilities, clarify the construction standards and land security requirements, standardize construction behavior, improve schools' management and protection measures, and set up legal obligations.
It aims to enhance the planning, construction and management of schools and ensure that a given school's location and educational focus are compatible with the overall urban planning. It will also guarantee the equal rights of school-age children and young people to receive an education.
The regulatory document provides a legal structure to solve issues such as unreasonable school layout, poor school planning and construction and the inadequate allocation of education resources.
