In 2023, Ordos city in North China's Inner Mongolia autonomous region achieved a significant milestone in research and development (R&D) spending, reaching a total of 5.32 billion yuan($758.92 million) and ranking second in the region.

This marks an increase of 910 million yuan from the previous year, representing a 20.6 percent growth rate.

Ordos' R&D expenditure maintained double-digit growth for the third consecutive year, outpacing the city's GDP growth rate. It contributed 48.9 percent to Inner Mongolia's overall R&D expenditure growth, the highest in the region.

Meanwhile, Ordos' investment in science and technology reached 2.05 billion yuan, a remarkable 67.9 percent increase from the previous year. This investment accounts for 1.8 percent of the general public budget revenue and 27.3 percent of the region's total spending on science and technology, leading the region in both total amount and growth rate.

In recent years, Ordos has prioritized technological innovation with unprecedented focus, policy support, and investment intensity.

The city has introduced iterative policies such as the "30 New Technology Policies" and the "30 New Talent Policies 2.0 version". By emphasizing enterprises as the main drivers of innovation, Ordos has fostered collaboration between entrepreneurs and scientists, significantly boosting new productive capacities.

Efforts have been made to implement the incentive growth plan for high-tech and technology-based small and medium-sized enterprises. A total of 239 million yuan in R&D funding incentives has been distributed, benefiting 221 companies and encouraging various innovation entities to engage actively in R&D activities.
