Du Huiliang: Strengthening education to support science, talent development

Du Huiliang, a deputy to the National People's Congress and director of the Inner Mongolia Education Department, called for increased higher education support in central and western China, emphasizing the role of education in advancing science and talent development.
Du made suggestions to expand "Double First-Class" universities and disciplines in Inner Mongolia, support the establishment of doctoral degree-granting institutions, and increase the scale of quality undergraduate and postgraduate programs.
He also suggested expanding the number of universities eligible for graduate program exemptions and strengthening vocational education to improve talent cultivation and innovation capacity.
Du stressed the need to establish national-level research platforms aligned with Inner Mongolia’s "Five Major Tasks," enhance fundamental and interdisciplinary research, and build the Inner Mongolia Institute for Advanced Studies. He also highlighted the importance of university-enterprise collaboration and accelerating the commercialization of scientific achievements to foster new quality productive forces.
Du advocated for attracting top academic leaders and innovative teams to strengthen talent development, particularly in key industries such as energy, dairy, rare earth, and computing.
He emphasized promoting talent exchanges between eastern and western regions and encouraging skilled professionals to contribute to Inner Mongolia’s growth. He also proposed initiatives to support young scientific innovators, fostering an environment where talent is fully utilized.
