Ordos' Kangbashi district has launched China's first fully paperless approval system for private electric vehicle (EV) charging pile installations, streamlining procedures through a "government pre-verification + enterprise credit commitment" model.

The reform integrates eight departments, including housing, fire safety, and community services, and has been piloted in three residential communities.

A joint task force led by the local power utility conducts thorough reviews of key conditions, such as fire safety facilities, parking space eligibility, and power capacity. Only communities that meet the requirements are included on the "paperless approval list", which is publicly disclosed to ensure transparency.

Under the new system, several documents – such as property management consent and parking space certificates – are no longer required. In some cases, customers who purchase EVs from designated dealerships can also apply directly without providing proof of purchase. Application materials have been reduced by more than 80 percent, and processing time has been cut from five working days to three.

The service is fully integrated across both online and offline channels. Residents can apply via the "Mengsuban" app, which supports end-to-end digital processing. Offline service stations have also been set up at EV dealerships, allowing customers to apply at the point of purchase and receive faster installation services. A credit-based commitment system further replaces certain upfront documentation requirements.

Kangbashi plans to expand the system citywide, aiming to build China's first county-level demonstration zone for paperless EV charging services and further promote the adoption of new energy vehicles and low-carbon transportation.
