Shanghai enhances AEO program to boost trade facilitation and security
Shanghai has made significant strides in promoting the Authorized Economic Operator (AEO) program, a key initiative aimed at enhancing global trade security and facilitation. As of the end of January, the number of AEO enterprises in Shanghai Customs District has reached 570, highlighting the city's commitment to fostering a high-credit business environment.
The AEO status, recognized by the World Customs Organization (WCO), signifies high-credit enterprises that enjoy prioritized and streamlined customs clearance procedures. Shanghai has taken proactive measures to support AEO enterprises, including the recent launch of the AEO section on the Shanghai International Trade Single Window platform, which provides convenient online services such as AEO application guides, AEO list inquiries, and online consultations.
Moreover, Shanghai has issued the country's first provincial-level policy to support AEO enterprises, outlining measures to further boost their development. The city aims to increase the concentration of AEO enterprises, enhance customs clearance convenience, and improve enterprises' satisfaction. Foreign-invested AEO enterprises in Shanghai contribute nearly a quarter of the city's total import and export value and nearly 70 percent of AEO import and export volume.
To further strengthen the AEO program, Shanghai plans to implement the AEO Business Coordinator Service Mechanism, a pioneering initiative led by the Municipal Commerce Commission in collaboration with customs and other departments. This mechanism aims to strengthen local government support for AEO enterprises and create a new model of "customs-local government collaboration".
In addition, Shanghai will focus on key industries, foreign and domestic headquarters, group enterprises, core enterprises in key industrial chains, and other significant enterprises to explore the establishment of an AEO preferred cultivation mechanism. By leveraging digital technology and optimizing service centers, Shanghai aims to create a unified platform for AEO services, enhancing trade facilitation and financing through blockchain applications.
