Optimizing innovation and entrepreneurship ecosystem

Since its establishment in 2017, Shanghai Zhuoxin Medical Technology has become a leading domestic medical device brand with more than 200 IP rights. The company has launched a batch of innovative medical projects in cooperation with more than 40 top-level hospitals.

Each district in Shanghai is constructing a better talent service system and optimizing the innovation and entrepreneurship ecosystem.

For example, Lingang New Area has initiated the country's first area-based corporate pension plan, attracting more companies and talents to participate through financial incentives. Hongkou has been developing the Simeiwei Talent Apartment for talents in the financial sector; Fengxian is constructing 1,000 high-level talent housing units with superior geographical location, accelerating the construction of 3 million square meters of high-quality general-purpose space and 40,000 units of affordable rental housing; Songjiang has established a policy mechanism based on the identification of key enterprises and the evaluation of outstanding talents, achieving full-cycle services and support for talents through internships subsidies, employment incentives, cultivation rewards, living subsidies, talent apartments, rental subsidies, housing purchase subsidies and economic contribution rewards.

In recent years, Shanghai has optimized its hukou, or household registration, mechanism to attract more talents. Currently, both current and previous doctoral students can directly settle in Shanghai and all fresh postgraduates from China's Double First-Class universities and all Shanghai universities who meet the basic requirements can get a hukou in Shanghai. In 2022, the number of newly introduced talents and fresh graduates who settled in the city reached about 135,000.

Shanghai has formulated the Implementation Opinions on Shanghai Talent Accommodation Project to offer apartments and rental subsidies for talents. The city is accelerating the development of affordable rental housing and providing "one person, one room" rental guarantees for top talents. To date, a total of 136,000 housing units have been accumulated and the figure will reach 200,000 units by 2025.

A commercial medical insurance platform for high-level talents has also been established in the city to provide high-quality, efficient and convenient medical services to high-level talents through market-oriented means.

To further optimize the business environment, Shanghai is vigorously promoting the digital transformation of its talent work, achieving precise matchmaking of policies and services, advancing "one-network handling" of talent affairs, simplifying materials, shortening time limits and improving efficiency.

It has established a number of internationalized "one-stop" service windows and "single window" for foreign affairs and residence and integrated the city's talent resources to promote the use of code scanning in all scenarios.
