The province will launch an initiative to enhance technological management innovation, forming an ecosystem of technological innovation that involves central-local coordination, departmental collaboration, and provincial-municipal cooperation.

Meanwhile, an initiative to integrate technological and industrial innovation will be undertaken, focusing on the transformation and upgrading of traditional industries, strengthening and optimizing strategic emerging industries, and fostering the development of future industries. This will involve the implementation of significant technological projects and key provincial research and development plans.

Shanxi will also strengthen the role of enterprises as the main drivers of innovation through an initiative aimed at enhancing their innovation capabilities. This will promote integrated innovation and accelerate the establishment of a market-oriented, enterprise-centered technological innovation system.

Another initiative will focus on improving the efficiency of innovation platform construction, employing national-level innovation platforms to drive progress, enhancing the quality and efficiency of provincial-level platforms, and standardizing and developing new types of research institutions.

Shanxi will also deepen reforms in the technological system and mechanisms, including reforming the management of technological projects, improving the system for commercializing technological achievements, and providing targeted services to scientific and technological talent.

Furthermore, an initiative to optimize the innovation environment will be carried out, strengthening central-local technological collaboration, enhancing regional technological cooperation, and expanding technological opening-up, thereby promoting comprehensive technological exchange and cooperation.
