2018-08: Notice of the General Administration of Market Supervision on Further Advancing the Reform of Simple Deregistration of Enterprises

Support pilot areas to further optimize the simple deregistration procedures for enterprises. 

Continue to explore reform measures such as expanding the scope of application of pilot reforms and reducing the time for announcements, and further optimize simple cancellation registration procedures for enterprises in pilot free trade zones, national economic functional zones and qualified regions. 

Support unopened and debt-free companies to quickly withdraw from the market and make innovations in the market exit system that can be replicated and promoted. 

Encourage all localities to explore and build a service platform for enterprises deregistration.

2018-10: Special Management Measures for Cross-border Service Trade in China (Shanghai) Pilot Free Trade Zone (Negative List) (2018) and Implementation Measures for Its Management Model

According to the content form of the negative list in the international free trade agreement, the "negative list" is divided into two parts including "compilation notes" and "list of special management measures".

The "compilation notes" mainly define the definition of cross-border service trade and define the special management measures listed on the "negative list" that do not conform to the principle of national treatment, and explain the scope of application of the negative list (within the free trade zone),legal basis and industry classification standards.

The "list of special management measures" is based on the principle of linking with the negative list of foreign investment approvals. It is written in the form of a table according to the National Economic Industry Classification (GB/T4754-2017). It sorted out a total of 159 special management measures covering 13 categories and 31 industries.

The special management measures clarified the definition of cross-border service trade, established the basic principles of cross-border service trade management and opening-up, set up a negative list management model, clarified departmental management responsibilities, and clearly stipulated that risk prevention system should be set up in pilot opening areas.
