The approval of enterprise registration was 60 percent faster than before. New enterprises could be established within two days and open within four days.

With respect to enterprise investment projects, those that sell with design plans can be approved within 24 natural days, and those that sell without them can be approved within 80 natural days. Registration of real estate can be done within five natural days, 15 days faster than before.

New rules for trade facilitation reduced enterprises' cost of customs clearance.

The trial issuance of automatic import electronic licenses enabled over 90 percent non-electrometrical automatic import electronic licenses to be issued on a paper-free basis, and the processing time of issuing electrometrical automatic import electronic licenses was narrowed down to eight hours.

Equipment interchange receipt was paper-free. Customs clearance time for imported goods in the tariff-free zone was reduced to two days in the case of ocean freight and 24 hours by air. The costs saved totaled over 40 million yuan.

"Internet plus government services" basically took shape. In Pudong New Area, 327 enterprise-concerning affairs were handled through the online government affairs hall. 53 percent of affairs were approved online, and 47 percent of affairs were finished at one time. The actual processing time was reduced by 85 percent  compared to legal time limits.
