Reform measures make Pudong more attractive

The Shanghai Municipal Human Resources and Social Security Bureau signed a contract with the Pudong New Area People's Government on July 1 to support Pudong in creating a more competitive environment with integrated services for talents.

According to the contract, Pudong will be allowed to grant graduates of domestic and overseas universities a Shanghai hukou (household registration) in an effort to attract more talents.

"Shanghai is the first municipal government to allow a district government to grant hukou. The new measure will give Pudong an advantage when it comes to attracting talents and will further push forward reform and opening-up," said Yu Chengbin, vice-director of the bureau.

The new measure is regarded as Pudong's first reform in accordance with the guidelines issued by the municipal government on June 15 to support the reform and opening up of Pudong New Area.

"The new round of development will grant more authority to the Pudong New Area government in terms of economic regulation, administrative approval, planning and governance," said Ma Chunlei, deputy secretary-general of the Shanghai Municipal Government and director of the city's Development and Reform Commission, when talking about the guidelines.

The bureau will do everything in its power to aid Pudong in accelerating development. It will help Pudong overcome its talent shortage by increasing its management services for overseas talents.

Moving forward, Pudong will implement more active, open and effective policies and initiatives to build a new mechanism that is more attractive, competitive and cohesive to overseas talents.

At the same time, the bureau will lend support to the Pudong International Talent Hub, and build it into a high-level talent service center and human resource allocation hub.

The hub was encouraged to develop the human resources service industry and become a demonstration zone for the coordinated development of human resources, real economy, technological innovation and modern finance.

At the signing ceremony, the Shanghai Service Center for International Technology Innovation Talents was jointly launched by the bureau and the Shanghai Technology Innovation Office.

The center will create a one-stop window for the introduction of science and technology talents, especially personnel in core industries including artificial intelligence, integrated circuits and biomedicine.
