Spring Bud Project — Dream of Future Action to help more girls in next five years

On October 11, the 10th International Day of the Girl Child, Peng Liyuan, special envoy for the Spring Bud Project to promote girls' education in China, announced the launch of an initiative that called for joint efforts to contribute to the promotion and implementation of the Spring Bud Project—Dream of Future Action.

The All-China Women's Federation (ACWF) held a meeting, with the theme focused on promoting the action, on October 11. Shen Yueyue, vice-chairperson of the Standing Committee of the National People's Congress and president of the ACWF, attended the meeting. She said the CCTF should participate in the initiative and help more girls achieve their dreams. Huang Xiaowei, vice-president and first member of the Secretariat of the ACWF, presided over the meeting. She read the proposal for the initiative.

According to the meeting, the CCTF should strengthen moral education and cultivate children's overall development, help children foster and practice core socialist values, and encourage children to become socialist builders and successors with an all-round moral, intellectual, physical and aesthetic grounding, in addition to developing a hard-working spirit.

Sticking to the principle of putting children first, the CCTF should promote implementation of the newly revised Law of the People's Republic of China on the Protection of Minors, promote implementation of policies and measures related to the 14th Five-Year Plan and the China National Program for Child Development (2021-30), participate in the construction of child-friendly cities and communities, and ensure children grow up healthily, with the care of the Party and warmth of the big socialist family.

The ACWF and women's federations, at all levels, should take the lead in responding to the initiative that called for joint efforts to contribute to the promotion and implementation of the Spring Bud Project—Dream of Future Action and encourage caring people, from all segments of society, including women, to make joint efforts to help more girls realize their dreams. Women's federations across China should strive to promote the all-round development of girls, and offer more accurate support and spiritual care to girls in their studies and lives.

Women's federations, at all levels, should promote the effective implementation of the project, and develop a system for implementing the project that focuses on girls' education services, family education guidance services, children's safety and health, and the improvement of children's overall quality.

The project should be implemented in the former "most impoverished three regions and three prefectures", which have been lifted out of extreme poverty, and in the 160 counties that receive special support to boost rural revitalization and the areas predominantly inhabited by ethnic groups.

The ACWF will support the Sichuan Provincial Party Committee and Sichuan People's Government as they conduct a three-year plan to improve care for women and children in Liangshan Yi autonomous prefecture, in Southwest China's Sichuan province. In addition, the CCTF will implement a project to promote the development of girls' education in Liangshan.

The women's federations should enhance the influence of Spring Bud Project, fully inspire public enthusiasm to participate in the project, and integrate public-welfare and charity services with volunteers' services organically to better promote children's healthy growth.

Gao Xiaobing, former vice-minister of civil affairs, and Yu Yanhong, a member of Leading Party Members' Group of the National Health Commission and secretary of the Leading Party Members' Group of the National Administration of Traditional Chinese Medicine, gave speeches. They called for efforts to care for girls, create conditions for their healthy growth, and create an environment for the all-round development of children.

Representatives of donors, grassroots women's federations and Spring Bud girls also vowed to inherit and spread the Spring Bud spirit, and to contribute to the promotion of the action.

Since the Spring Bud Project—Dream of Future Action was launched two years ago, it has helped 202,000 girls complete their studies by providing subsidies for their education. It has also benefited 4.03 million girls in other ways. It has made positive contributions to the promotion of girls' all-round development, in an effort to win the battle against poverty, and in consolidating achievements. Over the next five years, it plans to support 500,000 girls in their education, and to serve 25 million girls in other ways.
