The immigration control department of the Xiamen public security bureau has been promoting the implementation of entry and exit policies in order to attract entrepreneurial foreign talents, create a comfortable living and working environment, and boost development of the Xiamen area of the China (Fujian) Pilot Free Trade Zone (XMFTZ).

Since 2016, to encourage entrepreneurship, the Ministry of Public Security has been lowering the threshold for high-level foreign talents to qualify for permanent residence in China and reducing entry and exit restrictions for foreign Chinese working in the pilot free trade zone.

The immigration control department has stated that nearly 1,000 foreigners have applied for five-year entry and exit certificates.

Three foreign high-level talents have been granted permanent residence in China thanks to the immigration policies. Moreover, nine foreigners from countries including Canada, South Korea and Singapore have acquired high-level talent letters of recommendation, which guarantees permanent residence for themselves, their spouses and their children.

Entry and exit policies in XMFTZ have been heavily promoted to attract foreign businesses and investment.

Data show that more than 40 enterprises have moved to XMFTZ, some of which come from countries such as Australia, Italy and Canada.
