A national conference on paired-up assistance to Xizang autonomous region by the disabled persons' federations was held in Lhasa, on Aug 19-20. The conference reviewed the achievements of the assistance to Xizang achieved by the persons' federation system during the 14th Five-Year Plan period (2021-25), exchanged typical practices, and outlined priority tasks for the 15th Five-Year Plan period (2026-30).

Cheng Kai, chairman of the China Disabled Persons' Federation (CDPF), Zhou Changkui, secretary of the leading Party members group and chairman of the Board of Executive Directors of the CDPF, and Wang Junzheng, secretary of the Communist Party of China Xizang Autonomous Regional Committee, attended the conference and delivered speeches.
Cheng noted that paired-up assistance to Xizang is a major strategic decision made by the CPC Central Committee in the overall interests of the Party and the nation. Supporting persons with disabilities is a warm and practical vehicle for promoting extensive exchanges, full integration, and deep mutual understanding among people of all ethnic groups.
Cheng stressed that efforts should focus on enhancing the sense of gain, happiness, and security among people with disabilities of all ethnic groups in Xizang through solid efforts in paired-up assistance.. He called for focusing on differentiated needs, adapting to local conditions,formulating targeted assistance measures, precisely matching assistance resources, optimizing service provision, building exchange platforms, and addressing shortcomings in services for people with disabilities, so as to promote exchanges and integration among people of all ethnic groups.
Cheng also called for focusing on the implementation of the 15th Five-Year Plan to improve services, quality of life for people with disabilities, pooling resources for the disability cause, and making good use of the opportunity presented by paired-up assistance to cultivate internal impetus and comprehensively advance the high-quality development of the cause of persons with disabilities in Xizang as well as Tibetan-inhabited prefectures and counties in the province of Sichuan, Yunnan, Gansu and Qinghai.
Zhou pointed out that during the 14th Five-Year Plan period, the disabled persons' federations nationwide strengthened policy guidance and support in funding, talent, and service facilities, achieving solid results in improving the well-being of people with disabilities and addressing development gaps.
For the 15th Five-Year Plan period, Zhou called for implementing the relevant support measures, focusing on political leadership, improving people's well-being and enhancing capacity, and contributing to the cause of persons with disabilities in Xizang and Tibetan-inhabited prefectures and counties in four other provinces.
During the conference, representatives from the disabled persons' federations of Zhejiang, Guangdong and Xizang shared their experiences. The China Foundation for Disabled Persons, the China Council of Lions Clubs, the Beijing Massage Hospital, and 17 provincial-level assistance providers signed cooperation agreements with disabled persons' federations in Xizang and recipient areas. An assistance program to Xizang was also launched.
