Proposal to pass a law specifying the Chinese national anthem

Content: 

The national anthem, as a symbol of a country, represents its culture and spirit. At the fifth session of the 5th National People's Congress on Dec 4 1982, deputies agreed that the song March of the Volunteers reflects the revolutionary tradition of the Chinese people and their awareness of potential dangers, and can inspire people's patriotism. Considering that it has been accepted by the public for many years, the song was again approved as the Chinese national anthem. However, a description of the national anthem is missing in the chapter about national symbols in the Constitution, which makes it incomplete. 

We propose to add articles about the national anthem in the Constitution, and enact a Chinese national anthem law to specify its name, content and usage, as well as when it should be played and sung, and punishment for insulting it. The law can supplement the current legal system about national symbols, together with the Chinese national flag law and Chinese national emblem law.
