Proposal to formulate non-government funded education law

Content: 

The number of non-government funded educational institutes has reached more than 60,000, which has made it an important part of socialist education that helps in improving the aptitudes of Chinese people. However, we lack policies and laws that encourage, guide and manage private education. The aim of the proposed law is to promote healthy development of private education and ensure the education is given on a legal basis. 

1. Basic principle of the legislation includes showing the country's encouragement, support, enhanced guidance and management to the sector. Development and effective regulation should be balanced. 

2. The role of private education should be specified as  a non-profit career and a part of socialist education. It's not meant for economic gain purposes and is entitled to government and social support.   

3. The legislation should balance feasibility and seriousness, and emphasize sticking to principles and flexibility.

4. Deepened surveying and research should be conducted, and public opinions collected, before enacting a law.
