Proposal to promote the healthy development of the non-public sector of the economy

Content: 

1. Governments at all levels should put the non-public sector into their work schedule, and are encouraged to include it into the economic development plan and long-term blueprint. We should also accelerate formulation of  regulations that ensure the sector's healthy development. 

2. Development of the non-public sector should join that of the market economy, with more supporting policies. 

3. Personnel working in the sector should be educated to love the country, be devoted to work and obey the law. More authorities should be assigned to industrial and commercial federations and associations to guide non-public companies to do business according to law, pay taxes and have business ethics, as well as offer them consultancy and training services in terms of legal, technical, and exhibition and investment attraction issues.
