Content: 

1. The Sanjiangyuan natural reserve should be lifted from provincial to national level as soon as possible to strengthen its protection and management. We suggest the State Council streamline the approval process in its elevation. 

2. Besides protecting woods and returning farmland to woodland or grassland, we suggest the country increase investment into the reserve to facilitate conservation of its ecological system.
