In addition to controlling land requisition, specifying land ownership and reforming the profit allocation mechanism, a scientific system should be established to ease the anxiety of farmers without farmland and ensure their long-term futures.
1. Land is sacred property of farmers and their rights should be protected.
2. The compensation mechanism for land requisition should be improved to increase the compensation fee and tighten its regulation.
3. We should step up efforts to increase the employment rate of farmers who have lost their farmland and offer them a stable social security system.
4. We should develop a collective economy to improve the income and living conditions of farmers who have lost their farmland.
5. Guidance on employment, life and social security of those farmers should be highlighted with joint efforts from society. It will be complicated work related to multiple authorities, including those responsible for agriculture, land, planning, labor, urban construction, finance, civil affairs, education and health.
