Qiushi Journal Issue Preview: No. 2, 2025

An article on further deepening reform comprehensively by General Secretary Xi Jinping was published on Issue No. 2, 2025, Qiushi Journal.

According to the article, major theoretical, institutional and practical achievements have been made in our efforts to deepen reform comprehensively in the new era. Marking a remarkable chapter in China’s reform and opening up, these efforts have provided powerful impetus and institutional guarantees for building a moderately prosperous society in all respects and achieving the two miracles of rapid economic growth and enduring social stability. They have also laid a solid foundation and offered valuable experience for furthering reform on the new journey.

The article emphasizes the importance of upholding fundamental principles while breaking new ground in advancing reform. The overall objective of further deepening reform comprehensively is to uphold and improve the system of socialism with Chinese characteristics, as well as to modernize China’s system and capacity for governance. To achieve this goal, we will reform those which should be reformed, while setting aside those which should not be reformed. 

By promoting theoretical, practical, institutional and cultural innovation, as well as innovation in other fields, we will provide strong impetus and institutional guarantees for Chinese modernization. In the process, we should give prominence to economic structural reform and coordinate reforms in all areas, so that various reforms are well-aligned and their synergy is generated.

The article notes that it is imperative to apply scientific methods to guiding and advancing reform. To be specific, we must seek unity between reform and the rule of law, between establishing new systems and abolishing old ones, and between reform and opening up. We should also properly handle the relationship between planning and implementation of reform.

To create a favorable environment for furthering reform, we need to first correctly understand and interpret the guiding principles of the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization. Moreover, we should appropriately guide public expectations and opinion to create a combined force. 

Readers will find in this issue an editorial piece inspired by Xi’s vision.

An article by Wang Yi elucidates on making greater accomplishments in China’s major-country diplomacy with Chinese characteristics by promoting the development of a global community of shared future.

Mu Hong, Vice Chairman of the 14th CPPCC National Committee and Deputy Director in charge of routine work of the Office of the Central Commission for Comprehensively Deepening Reform, shares with readers in his article that to carry reform through to the end, we must bolster confidence, uphold fundamental principles while breaking new ground, and apply scientific methods throughout the entire process.

The CPC Leadership Group of the National Development and Reform Commission discusses how to ensure major decisions and plans made by the CPC Central Committee are fully implemented and yield the intended outcomes, inspired by the guiding principles of the Central Economic Work Conference held in December 2024.

This issue also contains a Qiushi commentary, which studies the speech by General Secretary Xi Jinping at the fourth plenary session of the 20th CPC Central Commission for Discipline Inspection on January 6, 2025.

The article by the theoretical study group of the CPC Guizhou Provincial Committee introduces Guizhou’s efforts in inheriting and carrying forward the spirit of the Zunyi Meeting on the 90th anniversary of its convening.

Li Yi is Vice Chairman and Secretary of the CPC Leadership Group of the China Federation of Literary and Art Circles (CFLAC). According to his article, CFLAC has been working to align its efforts with major national strategies and plans aimed at furthering reform on all fronts to enhance high-quality development within literary and artistic circles. 

Chen Li is former Director of the Academic and Editorial Committee of the Institute of Party History and Literature of the CPC Central Committee and a chief expert of the National Red Gene Inheritance Research Center. In his article, Chen explains Xi Jinping’s assertion about the systematic approach, namely, “the systematic approach serves as fundamental ideological and working methodology.”

The CPC Leadership Group of China State Railway Group Co., Ltd. shares with readers the story of Shan Xinghua, a pioneer in modernizing China’s railway ticketing system, who was given the title of “role model of the times.”

Zhong Zhaoyun is an invited researcher at the Fujian Research Center for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Vice President of the Fujian Writers Association. In his article, he recounts the story of Lin Zhanxi, who developed the hybrid grass technology that enables fungi to grow on grass-based substrates instead of felled trees. As a solution to the mushroom industry’s threat to forests, this technology has now benefited China and even the whole world.

An article by Shi Yulong, Director and Researcher at the Xi Jinping Economic Thought Research Center, recommends to readers a popular theoretical publication titled Boosting Confidence and Promoting Development.

Qiushi reporters continue their reports on the “Quality Development Field Tour,” offering vivid insights into the practical efforts of various regions to further reform on all fronts and promote their own high-quality development.

This issue closes with a diagram released by the National Bureau of Statistics which showcases the grain production of China and that of its provinces, autonomous regions, and municipalities in 2024.
