The law and rules can be applied to investment activities conducted directly or indirectly by foreign natural persons, enterprises or other organizations (hereinafter referred to as foreign investors) within the territory of China.

Investors from the Hong Kong and Macao special administrative regions, and Taiwan, and Chinese citizens who are settled abroad (overseas Chinese) who invest in enterprises established in China, as well as foreign-invested investment companies, venture capital companies and investment-oriented foreign-invested partnership enterprises, can also register and establish enterprises in accordance with relevant laws and regulations.
