Xiamen and Quanzhou have been named among the first cities approved for national data‑cooperation pilot projects, positioning Fujian as the first province to run dual‑city pilots simultaneously.
These pilots focus on cross-border data infrastructure, alignment of data rules and standards, and new digital cooperation scenarios, while also bolstering cooperation platforms, service ecosystems, and communication channels. The aim is to develop local models that can be replicated and scaled up for nationwide data cooperation.
Xiamen plans to build cross-border data flow services around "two centers and two platforms", aiming to create a secure and robust technical backbone and a compliance service system.
The city will utilize the BRICS cooperation mechanism to promote regulatory alignment and mutual recognition of standards with countries including Brazil, particularly in areas such as smart logistics.
In building digital cooperation scenarios, Fujian is using its diaspora ties and open platform strengths to bring its digital technologies and products closer to global markets. Xiamen is focusing on smart transport, healthcare, and ports, collaborating on application‑specific solutions and branching out into public safety and smart farming.
