Xiamen Free Trade Zone scored 84.91 in the released 2025-2026 China Pilot Free Trade Zone Institutional Innovation Index, ranking 7th nationwide and remaining firmly in the top 10.
Compiled and released by the Institute of Free Trade Zones at Sun Yat-sen University, the index has been published annually for 11 years. Covering five key areas — trade facilitation, investment liberalization, financial reform, government function transformation, and the legal environment — the index evaluates the reform outcomes of 57 FTZs nationwide through a rigorous framework of indicators, data collection, and scoring.
China has set up 23 FTZs in seven batches since 2013. Xiamen FTZ, a major component of the Fujian FTZ, has once again secured a top-10 national ranking, demonstrating its strengths in institutional innovation, business climate optimization, and outward-oriented economic growth.
So far, it has introduced 677 innovative practices, including 163 national firsts, and 31 of its reform measures have been promoted by the State Council for replication nationwide.
